For those of you outside of Illinois, the State has not had a budget for 2 1/2 years, and if a budget is not passed and signed by the Governor by end of the Illinois' fiscal year on 6/30, road work projects will likely stop, schools will not open in August, and Illinois may be rated "junk" bond status.  A special session for congress is taking place now, and it doesn't look promising Gov. Rauner and Speaker Madigan will come to terms.
